PEPs were introduced in 1986 to encourage share ownership. The attraction of the schemes was that both income and capital gains were free of tax. Originally, the maximum investment was £2,400 per year. This figure was later increased and the scope of the investment widened. No new investment can be put into PEPs since 5th April 1999, but existing plans can continue without affecting ISA allowances.
